works for which he has been responsible have been completed
in good time. For carrying into effect the extensive
programme indicated in paragraph 14 these two officers can
be relied on, Mr. Goldsmith to be responsible for mainten-
ance and Mr. Carpenter for construction and general works.
Mr. Carpenter joined the service in 1901 at the age of
twenty-three, and Mr. Goldsmith in 1907 at the age of thirty, but the former only reached the rank of first grade
Executive Engineer in 1918 and the latter in 1920. Instead
of the present maximum salary of £950 I propose that they should continue to draw increments of £25 amually up to
£1000, end in place of the £100 charge allowance a non-
pensionable allowance of $2400 each.

The Buildings Ordinance Office is under the
charge of Mr. A. E. Wright, who joined the department in
1903 and reached his maximum salary of £950 on the 1st X January, 1923. He also draws a charge allowance of £100.
The work of this office is of such a special character that
I consider it desirable to make as few changes in the staff
as possible. The work is very heavy and Mr. Wright has on
more than one occasion been on the verge of a break down,
I recommend that the post of head of the Building Ordinance
Office be placed on the same level as that of an Assistant
Director of Public Works with the same salary as I have
suggested, namely £1050 to 21200 by £30 annually and that
Mr. Wright should come on this scale with one increment
from the 1st January, 1924. I also recommend that there
should be an Assistant Head of this office on a salary of
£750 to £1000 by £25 annually and three Engineers on the
ordinary scale for engineers. For the post of Assistant
Head I recommend the appointment of Mr. H. J. Pearce, who
joined the service in 1919 and has proved himself to be a
most valuable officer.
